Public sector funding cuts are providing a ‘burning platform' for change – but is it happening? Glyn Evans, director of business change at Birmingham City Council, doesn't think so.

Theory suggests that radical organisational change initiatives are more likely to succeed if there is a fundamental challenge that needs to be addressed. One reason change of this nature has historically been so difficult in the public sector is that there has rarely been such a ‘burning platform' to drive it.
