Government hints that financial rules to stop councils over-spending could be changed have been dismissed as ‘nonsense' by a leading local government finance expert.

Writing in The MJ this week, Chartered Institute of Public Finance and Accountancy (CIPFA) chief executive Rob Whiteman revealed that the Department for Communities and Local Government had given ‘private hints to some council leaders that in future they will be allowed to run deficits beyond the present rules'.
