A host of barriers are getting in the way of local government's ability to play a strategic leadership and coordination role within local health systems to improve outcomes, a new report has revealed.

Integrated Care Systems (ICSs) – the partnerships between the organisations that meet health and care needs across an area  - are due to become statutory in July. But the paper has said progress towards greater integration is being held back by factors including a ‘broken funding system for councils'.
