One of England's leading councils has called for an independent body to oversee local government finance settlements, a move which would take difficult funding decisions out of ministers' hands, The MJ can reveal.

In the wake of concerns over the depth of coalition cuts to local public services, Labour-led Newcastle City Council has pledged to campaign for radical changes to the ‘broken system' currently used to determine councils' grant settlements.
