Westminster City Council chiefs have urged ministers to rethink provisions in the ‘inadequate’ anti-social behaviour, crime and policing Bill 2013/14, which they claim could stymie attempts to combat increased levels of aggressive begging and rough sleeping from central and east European vagrants.
