The Department for Communities and Local Government has decided to offer all business rates retention pilots a 'no detriment' clause, meaning no council that takes part will be left worse off.

The Department for Communities and Local Government (DCLG) has decided to offer all business rates retention pilots a 'no detriment' clause, meaning no council that takes part will be left worse off.

Councils had been frustrated that London had secured a ‘no detriment' guarantee while the offer to other local authorities failed to include such a guarantee.
