Central government is open to a number of so-called doughnut unitaries, with some expanding to make them more sustainable as part of ministers' reorganisation shake-up, The MJ understands.

Expanded unitaries surrounded by county unitaries have been mooted for Leicester, Nottingham, Brighton & Hove and Norwich city councils, although many face counter proposals.
