The creation of a string of combined authorities could pave the way for collaboration to give the North of England a stronger voice, the first chair of the Liverpool City Region combined authority has told The MJ.

Speaking hours after he was appointed chair, Wirral BC leader Cllr Phil Davies said he would work to form a network of combined authorities.
