Cultural change at senior officer level and their working relationships with members will be ‘fundamental' in getting Tower Hamlets LBC out of government intervention, the commissioners have told mayor Lutfur Rahman.

In a letter to Mayor Rahman, seen by The MJ, commissioners Ken Knight and Max Caller said cross-party member involvement in cultural change would ‘do more to address the secretary of state's concerns than any other specific action'.
