Council chiefs urged to help residents tackle soaring energy bills amid fears over fuel poverty

Energy secretary Ed Davey has written to all council chief executives, urging town halls to consider bulk-buying energy on behalf of residents struggling to cope with soaring fuel bills as the recession bites.
