A job shadowing agreement between Gloucester City Council and Civica has helped their chief executives gain important insights into their organisations, reports Mark Walker.

Gloucester City Council and the specialist systems and business process services provider, Civica, set up an innovative partnership in 2011, to enhance the authority's award-winning revenues and benefits operation, and help save £220,000 a year.
