Experts have backed calls by finance chiefs to fix health and social care spending as a proportion of gross domestic product (GDP).

A new report by the Chartered Institute of Public Finance and Accountancy (CIPFA) has recommended a ‘golden ratio' of 10% of GDP as a way of plugging the £10bn funding gap being faced by hospitals.
