The extension of urban democracy

Paul Wheeler looks at how town councils have appeared after being established in the local government act.

Unlike the rest of England, the foundations of London local government have remained undisturbed for almost 50 years.

The present London boroughs were established in the early 1960s, when the steam train was the dominant form of transport. And while there has been considerable change to the upper tier of London governance, nothing has altered the vice-like grip of the 32 boroughs on the democratic expression of their residents.
