Peers have argued that the Government's Children and Social Work Bill ‘fails to tackle the fundamental issues' facing the sector.

Speaking in a debate on the second reading of the Bill, the Earl of Listowel said that since the death of Baby Peter local authority departments had been ‘inundated with calls for the assessment of children and the number of children in care has risen and risen'.
