There was a recent moment of drama in the chamber at Birmingham City Council – well, more than usual – when a ceremonial clanger was highlighted.

Opposition councillor Cllr Matt Bennett helpfully pointed out that leader Cllr Ian Ward had not been sworn in during the previous month's meeting, calling into question the legitimacy of any decisions made by Cllr Ward and his cabinet.
