Councils this week raised concerns that the ‘Bellwin' scheme designed to help flood-hit councils does not include provision for expensive road repairs following months of heavy rain.

The Government's emergency fund was activated earlier this month to help local authorities meet the cost of this summer's extreme weather, which created havoc across areas such as the North East and South West.
