Mounting numbers of councils are abolishing discretionary local welfare support, as MPs warn of a growing safety net ‘postcode lottery' across England.

Auditors today found the level of urgent support offered by councils for people to meet food and heating needs had fallen over the past two years as councils approached tightened budgets with caution.
