Council leaders have warned more deprived areas will lose out under a newly announced council tax precept to fund social care.

The warnings came after chancellor George Osborne used his Spending Review to announce councils would be freed up to levy an additional 2% rise to local tax if funds raised were ‘spent exclusively on adult social care'.
