Existing small unitaries could be at risk in the looming reorganisation shake-up after the Government failed to offer assurances about their future.

Local government minister Simon Clarke is understood to have told threatened districts that the optimum population size for unitaries would be in a ‘landing zone' of between 400,000 and 500,000.
