Eric Pickles has re-ignited the row over local government pay by warning council leaders to use new powers to curb excessive salaries and severance deals, or face the consequences.

The communities secretary wrote to every council leader in England on 20 February, outlining how new supplementary transparency guidance on pay should be used.
