The Royal Institution of Chartered Surveyors  has claimed the White Paper is ‘flawed' because it does not address the issue of finance.

‘The core of the problem, the contentious issue of council tax reform and delegating powers to local authorities to raise revenue, has yet to be addressed,' said head of public policy, Brian Berry.
