Finance reform is the Christmas present we need

Delays in financial settlements and an absence of multi-year settlements have some very real costs, including a reduction in the ability to reform, says Graeme McDonald.

The approach to Christmas is often a testing time, not just for our directors of finance, but everyone working in the sector, all of whom worry about the financial future of their organisations.

During my 27 years in the sector, councils have spent many months exploring options for budget savings and planning for another challenging financial year ahead. But they have been doing so with their own financial position clouded and uncertain.
