One of the country's biggest recruitment firms has questioned whether GPs have the capacity to take over the commissioning role of primary care trusts.

Proposals to create consortia led by GPs would leave doctors managing multimillion-pound budgets – which the NHS has struggled to balance for decades – as well as make clinical decisions.
