Fiscal devolution could lead to greater inequalities, warns IFS

Devolution must come with reform of council funding allocations or it could worsen inequalities, the Institute for Fiscal Studies (IFS) think-tank has warned.

Devolution must come with reform of council funding allocations or it could worsen inequalities, the Institute for Fiscal Studies (IFS) think-tank has warned. 

IFS associate director David Phillips told The MJ Government must reassess the spending needs of each council and how much they can raise themselves.
