Be careful what you wish for…That was the verdict of a recent Times article on the Government's plan for devolution.

While it is heartening to see the national media sit up and take notice of what is happening in local government, the Times claimed the whole agenda could seriously ‘backfire' on the Labour Government. Its concern? That Reform could win some of the mayoral seats. Well, that's democracy.
