Fixing a hole

Paul Wheeler explains why councils can go some way to plugging the 'leaky bucket' of local government finance with ramped-up taxation

The chancellor's desire to make councils self-sufficient in terms of business rates and the removal of national revenue support by 2020 could have some unintended consequences for council finances.

Rushed abolition of the poll tax in 1990 saw a number of exemptions to payment of the council tax for students. For many cities, the rapid growth of student numbers since then has meant students now constitute a large element of their population.
