‘I think Covid changed it', says Dover DC's community development manager Rebecca Dyer. ‘Before, you'd get a pot of money and you'd deliver the project. Now it has much more structure to it.'

Dyer, who says she found the pandemic ‘humbling', adds that it completely changed the way the local authority operated overnight.
