A group of five flagship Conservative London boroughs have issued a paper urging the Government to hold its nerve and press ahead with its 'radical agenda' for devolving power.

Detailing '13 big ideas for local government in 2013', the document contains contributions from Hammersmith and Fulham LBC, Kensington and Chelsea RLBC, Richmond-upon-Thames LBC, Wandsworth LBC and Westminster City Council.
