Michael Burton says that solutions to tackling the causes of the riots exist in the community budgets programme.
In his interview with The MJ this week, former council chief executive Darra Singh, newly appointed head of the riots inquiry, said there was unlikely to be one, simple answer to why the disturbances happened. His comments, made on Monday, preceded those by justice secretary Ken Clarke who maintained they were due to a broken prison system and a criminal underclass of repeat offenders.
