So chancellor Philip Hammond is feeling ‘Tigger-like'.

Buoyed by news that, as spring begins, the national finances are showing the green shoots of recovery, Mr Hammond this week mocked political opponents for their Eeyore-like misery and reminded us that he now has some public spending wriggle-room.
