A report by local government's watchdog today warns that the £185m of fraud detected by councils in 2010/11 could be the ‘tip of a very large iceberg'.

The Audit Commission's annual Protecting the public purse survey reveals that 121,000 scams were detected last year – with the cost to the sector reaching the equivalent of the annual budget for 700 libraries or 11,000 care workers.
