The second round of French presidential elections on Sunday may be of little relevance to us, a mere shifting of chairs from one politician, the mercurial right-of-centre Nicolas Sarkozy, to another, the obscure left-of-centre François Hollande.

Yet the results could have a profound effect on UK local government finances. M Hollande's expected victory reflects a sea change across Europe, a reaction against austerity budgets.
