Welfare minister Lord Freud has said his department's door is ‘open' to councils looking for support harnessing ‘game changing' social impact bonds.

Speaking at the Local Government Association conference in Bournemouth, the minister said the process of placing financial value on a measured social outcome and underwriting the return was now the ‘greatest untapped opportunity' for local government.
