Civil service intransigence is delaying plans to launch a collective municipal bonds agency.

Civil service intransigence is delaying plans to launch a collective municipal bonds agency which could help kick-start local infrastructure schemes, council chiefs are to be warned today.

Last February the Local Government Association (LGA) approved a business case for establishing an agency able to borrow capital at less than the then Public Works Loan Board (PWLB) rate – which had sharply increased at the October 2010 spending review.
