Former care minister Paul Burstow and three council leaders have reignited the debate over social care funding reform.

The Liberal Democrat MP called on 3 January for the winter fuel allowance to be limited to those on the pensioner credit, in order to fund recommendations made by economist Andrew Dilnot to limit individual social care costs to £35,000.
