The Department for Communities and Local Government (DCLG) must rise to the challenge of ensuring local financial accountability as councils shift towards pooled public service budgets - a spending watchdog has warned.

A report issued today by the National Audit Office (NAO) looked at £36.1bn worth of grant funding from eight government departments.

It found in 2013/14 only £3.2bn of grant funding was ringfenced, reflecting the Coalition's commitment to give authorities greater financial flexibility.
