Town hall leaders have warned ministers the Social Care White Paper will merely ‘paper over the cracks' and fail to tackle the funding crisis engulfing the sector.

Health secretary Andrew Lansley last week published his long-awaited white paper on 11 July, along with a draft bill that will create a single piece of legislation for adult care and support.
