Whitehall has been warned it is ‘building failure' into devolution unless it provides more funding to local government.

National Audit Office head Amyas Morse said the current model of devolution did not look ‘very sustainable' thanks to a ‘very messy picture of some things being devolved and some things centralised' and a lack of further funding.
