Funding: That is the question

Making the sector more financially resilient is a more crucial issue than reorganisation, says Rob Whiteman, and he puts forward five ways to tackle the growing fiscal risks facing councils

Presently, ‘to be or not to be' is a vital existential question for many English councils facing local government reorganisation.

As councillors and officers grapple with the issue of in which form, if any, their present organisation may endure, it may be difficult for other issues to feel comparable in importance. I would argue that for the long-term the sector's financial resilience remains a more pressing issue.
