IFS director Paul Johnson has said it is ‘important' to consider which powers should be devolved, amid fears of wide disparities across councils.

Speaking at The MJ Future Forum 2016, Mr Johnson suggested that while some had been discussing decentralisation of attendance allowance the end result could result in a ‘very different' impact across councils.
