Local Government Association chief executive Mark Lloyd has publicly accepted for the first time that devolution deals may not be struck across the entire country.

Local Government Association chief executive Mark Lloyd has publicly accepted for the first time that devolution deals may not be struck across the entire country. 

In a marked shift from comments in April, when he called devolution an ‘unfinished revolution' and suggested the agenda would continue at pace, Mr Lloyd conceded that deals might not be struck across the whole of non-metropolitan England.
