Cheshire East Council's interim executive director of children's services has revealed that the North West heads the list for unregulated placements.

Theresa Leavy told The MJ's Future Forum North in Manchester that she believed – with around 1,000 children experiencing these placements – some in the sector still did not realise the practice was illegal.
