Council chiefs need to limit the sense of isolation and risk of failure for their teams when encouraging them to be ambitious and drive change, The MJ's Future Forum has heard.

Jon Ainger, a director of management consultancy IMPOWER, said council officers were often left to own change programmes on their own and the overwhelming sense for them was usually that failure would be career limiting.
