Local Government Association (LGA) chairman Lord Porter has got to be local government's comeback king, hauled back from the brink of retirement more times than Frank Sinatra.

The good Lord – or ‘only Gary' as he refers to himself – had his tenure extended when he was leader of the LGA Conservative Group and has hoicked himself from the edge of extinction a couple of times since taking up the mantle to lead the LGA.
