Ministers have agreed a £428m funding allocation to local authorities to cover the transfer from NHS England to councils of public health responsibilities for children aged up to 5.

Under new arrangements which begin from 1 October, the £428m health allocation will be transferred as part of the public health grant for 2015/16.

This funding will include provision to pay for the increase in health visitors and family nurse partnership places, extra staffing costs and a flat £160 for every child aged from birth to 5.
