Kent CC is remodelling its entire adult care service in order to cope with a long-term decline in its budget, which means by 2015, it will have £60m a year less to spend. Mark Lobban explains.

How would you expect a public official to feel about having £60m less to spend? For me, and Kent's families and social care (FSC) services department, redesigning the business to operate with at least 20% less money, while remaining sustainable, is a challenge which we had to get right.
