The looming £95,000 cap on exit payments in the public sector will erode the rights of councils to decide workforce changes, a vice-president of the Local Government Association (LGA) has said.

Speaking in the House of Lords yesterday, former leader of Plaid Cymru, Lord Wigley, said the regulations were ‘inconsistent with the Government's claimed support for devolving power to local authorities'.
