Why Gershon is a whitewash

The Government wants councils to become more efficient. But its guidance lacks clarity and has no penalty for failing, says Giles Piercy .

Sir Peter Gershon's Review of public sector efficiency, published in July 2004, identified efficiency gains for the public sector in 2005-6 and 2007-8 of more than £20bn . But this seems to be the extent of the Government's thinking on the matter.
