Getting best value from right to buy cash

District councils welcome the proposal to extend the time limit for spending existing Right to Buy receipts, but for councils to ensure they achieve best value this should be extended to include the use of future receipts, says Sharon Taylor

Local government was united in hailing the decision to scrap the borrowing cap on the Housing Revenue Account (HRA) which will empower district councils to build more homes to tackle the housing crisis.

Theresa May's announcement, which follows years of lobbying by the District Councils' Network (DCN), has spun round decades of fiscal thinking in a bold step to delivering a new generation of council housing through this vital policy change.
