There can be many disparities encountered in local government between what we think about the services we deliver and how the public rates them.

This may be a well maintained park loved by children but seen by a few parents as a place that needs updating; or there might be the adult services user who focuses on the one thing we do not provide, while missing the many that only we can deliver.
